Suzanne Brown received a Bachelor of Arts degree from UC Davis and received her Juris Doctor from UC Davis School of Law.  She began her career as an attorney at a small law firm and later served as a hearing officer for the Special Education Hearing Office at McGeorge School of Law’s Institute for Administrative Justice. Ms. Brown also served as an administrative law judge in the Special Education Division of the Office of Administrative Hearings and prior to her time at the Office of Tax Appeals she joined the Legal Department of the Board of Equalization (now the California Department of Tax and Fee Administration).
