Suzanne Brown received her Bachelor of Arts degree from UC Davis and her Juris Doctor from UC Davis School of Law.  She began her legal career as an attorney in private practice, and later worked as a hearing officer for the Special Education Hearing Office at McGeorge School of Law’s Institute for Administrative Justice.  Thereafter, Ms. Brown served as an administrative law judge in the Special Education Division of the Office of Administrative Hearings.  Prior to joining the Office of Tax Appeals, she worked as a tax counsel in the Appeals Bureau at the Board of Equalization (now the California Department of Tax and Fee Administration).
